With the release of PS3 Firmware 2.0, custom themes have now been added. Similar to the PSP, Sony has released a tool that will allow users to create their own themes. Basic knowledge of XML and some art skill is all that is needed.

Ok, it's all over. You no longer need me. There is a new one stop shop for all user created PS3 themes now. Go here, browse and download all the themes you want via the PS3's internet browser. Now it's even easier since it's not hit or miss if you'd be able to dl via the ps3 browser, since most don't want to be bothered to download from the pc and memory card/stick/usbdrive.
