Haste +19% from gear (Homam pants, feet, hands, Speed Belt, Ace's Helm)
Haste Spell +10%
Desperate Blows (3 merits) Delay reduction -15%
Double Soul Voice'd March (Dunno how much haste, but a freaking lot)
And Apocolypse Haste Added Effect.
You got yourself a kclub speed Scythe where you solo Darkness.
Edit: Also forgot Hasso is another +10%

Only for spell recasts, melee delay reduction via haste is capped at about 70%
