doubt it, most likely just xp with a macOS plugin
unless it's some weird messed up verson of linux that skins winxp and can run ffxi (but then again why the fuck would you skin windows in linux? <.> madness i tell you!)

the bar at the top isnt vista stuff , jus an addon u can get, my cousin has it, personally i find it annoying
he could be running that vista skin for xp too though
