from what i understand
currently the max amount of % haste you could get on gear is 25%, this has not changed.
what has changed is the max % of haste you can have total. before it was 93% and now it's 80%, mind you, this is TOTAL haste (gear + haste + marches + items that give haste in salvage/nyzul)
of course getting 93% was already more or less impossible in most situations, so it doesn't affect most things (and yes that includes zergs)

Gear isn't affected by the Haste cap, only Haste-type spells. Previously, the highest obtainable Haste was 93.3% faster than you currently attack. The cap is now 80%.
This actually doesn't affect zerging that much. The only way that you can notice the difference is with a Spy's Drink (Assault, Salvage, Nyzul, Beseiged, Einherjar), Soul Voice'd March's, Haste and max Haste% gear, and meeting all those requirements is hardly something you'll do every day.
