It has to do with Notorious Monsters in the Abyessa zones. SE kinda went the extra mile to make NMs even better in terms of either drops/items/Atmas. Everytime you either claim or pop a NM, it can be "Staggered". Staggering has 3 types. Red, Blue, and Yellow or Gello as most people call it since it looks green/yellow. You'll know you landed a stagger when you see a "!!" appear above the mob with the message. "The Fafnir has been staggered and is unable to cast magic." example.
Red Stagger causes a NM to be literally stunned for about a minute where it's just frozen in place akin to a Terror Effect. Staggering Red also forces NMs to drop Key Items like Atmas or Abyssites which can enhance your character within any Abyessa zone. Also Staggering Red will yeild a KI which can be traded to certain "???"s in the zone to spawn higher level NMs which drop stuff. Red Staggering can be done on NMs by performing elemental Weapon Skills. I.e. Tachi Koki, Cyclone, Energy Drain, Raiden Thrust.
Atmas and Abyssites are permanant once you obtain them. You lose the spawning KIs once you spawn your NM.
Blue Staggering is what forces NMs to have a very high chance of coughing up it's rare item drop. These are usually performed by higher level WSs and any Trial Weapon Skill. Evisration, Black Halo, Savage Blade, you get the idea.
Yellow or Gello as most people call it is the item stagger inside Visions zones and in Scars and Heroes Zones it's what causes NMs to cough up seals/gems/cards/coins to make AF3 Emperyan Armor along with items as well. Getting a Gello Proct is a bit more tricky seeing as you have to cast certain spells to force it to happen. BLM gello spells are Teir III, Teir IV, Aga III and Ancient Magic spells. Ninjitsu elemental spells can also proct gello and BLU spells as well along with BRD thredony Songs along with WHM spells like Banish II, III, Flash, Holy and whatnot.
Now what makes this a lil annoying is that you have to make this stagger happen only when a NM isn't casting magic, performing a TP move or doing a two hour effect like hundred fists. There thankfully is an Abyssite once you're further into the game which lets you see what sort of weakness the mob can be effected by. Using Cyclone over & over will present a message like "The Behemoth seems to be weak to Lighting Base Weapon Skills" mean of course the only one of that kind that can proct red is Raiden Thrust.

What is the proc rate on the easier 2/red, blue? Do people like stall for blue to proc or is it sort of a "it didn't happen, well shit happens" sort of thing?

Proct's are 100% as long as the weapon you're using a)Does damage & b)isn't used in the middle of a mob's TP move. And yes some people myself inculded stall for Blue if the drop is worth a shit. If you find out which WS or Spell causes the proct then you'll see a Red, Blue or Gello "!!" appear above the mob's head with a message saying you staggered it. A Proct can never be resisted but it just comes down to finding out which one it is.
Some procts are bullshit impossible to land. Case in point the Avatar VNMs. If your gello Proct is something like an Enfeeb spell or shit like Kurayami, then you're fucked on ever getting it to land.
Also something I didn't mention is you can pop or fight a NM during a certain time of the day or whatnot to more or less raise your chances of getting a successful stagger.
Case in Point. 22:00 to 7:00 on the game clock is Blunt time. Meaning Staff, Club and Hand to Hand Weapon Skills will be the Blue Procts.
Spells work in terms of the Day before, Current Day and the Day After. Meaning if it was Darksday then your gello spell will either be Lightening, Darkness or Light Base sells to find the Gello Trigger.
It took a lot of experimenting from the playbase to narrow this shit down but it's made farming NMs a hell of a lot easier.
Red Staggers sadly seem to be random as all fuck as to what it could be.

Yes you can land Red more then once per fight but it has a downside from what most people told me and also from self observation. The 1st Terror lasts about a minute but with each sucessful terror the duration the mob is "locked" the time it stays that way is lessened more and more. Also doing the shit more then once can cause the KI not to drop or items or whatever so it's advised that once you Stagger a mob, then I wouldn't do the same thing again.
And yes every single NM has the three possible Staggers. The system of Abyessa is fucking brillant and honestly if this shit existed from the getgo I doubt a lot of people in Eden would have quit or moved on.
Case in point I just got this Polearm from stagger Blue on a Gargoyle NM.
I like the way my Fork looks but this thing destroys it.

Last night I got sum atmas for Meg. This shit is pretty awesome, even though there's still BETTER stuff around!

Can equip up to 3 atmas, if you have enough Lunar Abyssites (I have 2 Slots). With 15MP Refresh from atmas, 6MP from Refresh II and 2MP from Equipment, you don't see my MP pool empty that often
Need to get non-2005 equipment badly though :[

Man I wish that was how TH worked, at least there would be a actual system to show it's working, not some "It's magic, it's all about luck" crap SE tells us. Or has TH changed and they actually lay down the ground properties to the community?

Treasure Hunter was changed Ploid. It's now based on levels. Thief gets Treasure Hunter III @ 90 Job Trait along with HQ2 AF3 THF shoes and of course Knife and Armlets.
SE actually encouraged THFs to DD now and landing a successful SA or TA along with DDing on any mobs will cause a flash of light spark on a mob with the message "The Colibri's Treasure Hunter Effectivness is Raised to Level 6." There's an Atma which also gives one more level of Treasure Hunter so inside Abyessa with full TH, your 1st proct will raise it to level 8.
As far as I'm aware the highest possible TH which can be reached is level 10.

My blm can get up to 5k nukes w/o MBs atm, atmas break the game! Gonna love it when it goes back outside abyssea and ppl are without buffs/refresh atmas.

There's also Synethic Atmas which you can obtain by talking to the Atma Fusion NPC in the zone start. Those Atmas he gives is based on what you have done elsewhere in the game by titles. AV, PW, Kings, Einherjar, Limbus, Salvage, all those give you Atmas.
If you can Lutia, try and get the T3 VNM in highlands. That thing's Atma is ballin for a BLM.

You have NIN iirc so getting that and spamming Aeolin Edge with that thing on can yield some pretty stupid results. Atma of Gales is one other I think you'd be after. My RDM with those 2 Atmas you listed along with the Beyond Atma lets me crack about 4k to 6k damage in nukes.
