Yap. But this could have all been avoided had I known that I could get visiting clearance before my flight even left the ground. I've never taken an airplane, but I would think everyone that works in the airport is employed by the same people.

Customs is a governmental agency that oversees protection of national borders. I have to pass through them every time I go to Canada. They're the people who rip through your shit to see if you're bringing drugs, guns, etc into their respective country.

Customs is who you have to show your passport to in order to enter a foreign country.
