all it says is that it's now limited... so i'm guessing lowered, though from the way it's phrased it's more like "the total effect of haste obtained by magic abilities or items is now limited" kinda as if if wasn't limited before.

And the Haste adjustment is indictive of Dnc roll being Haste Roll. Not to mention charges for Quick Shot. No longer do Corsair's have a minute-recast light-based Sleep, but a charge-dependant number of them.
